अहिले नागरिक लगानी कोष र कर्मचारी सञ्चय कोषले पनि ब्याज खाएर मात्र बसेको कोइरालाको आरोप छ | उनले भने 'यति बेला नागरिक लगानी कोषले पुँजी बजारको विकासका लागि काम गर्न सकेको छैन | कर्मचारी सञ्चय कोषले पनि अपेक्षित रुपमा उत्पादनमूलक क्षेत्रमा लगानी गरेको छैन |
