From above dividend history It is clear that within this five year the share holders had doubled their share.
Most of the shareholders had this share from IPOs. So there their cost has been already halved. Since they are expecting 15% dividend effective return for them is 30%. And I guess in such a scenario they do not want to sell the share.

And maybe Buyers are not aware of these things and there are no buyers who go through the company's reports to find valuable shares.
