Bank investment in IPO

Dear sathi, as RMDC and sana belongs to D class any bank or BFI can invest in them as to promote the cooperatives....it in the directive of NRB........but cross holding chai garan sakinna if the issue would be of A, B or C class BFI

And bez major share holding of these companies are with banks and financial companies they won't sell it and there is high probability of these shares appreciating highly bez of low supply and high demand.

How can Banks invest in IPO? I heard it is not allowed for cross holding. If this trend continues, then small investor will not get any share in the future. All the shares of Sana Kishan and RMDC is allocated to the Banks. They are like investment companies.
Please share any relevant views.
