bharkhar matra artha samiti le bafia act parit garyo re hai

as we know that after completion of 7 years bfs can convert their promoter share to pubic share. according to nrb list out of 29 commericial banks, 18 only can convert their share as soon as the act exits 2 of them can convert within this year. 9 of them cannot convert their share for at least 3 years up to 6 years........my question is that do bfs still go for merger process if they have to wait for 7 years.....lets discuss my friends
