As a collateral against Nepal currency issued to the market, NRB keeps foreign currency, Gold, Silver.
My suggestion is 30% of such collateral can be shares in Hydro project. So, NRB should invest in hydro promotion. Just recently, EURO crashed around 30%, NRB must have lost a lot of money there. There is a huge risk in Keeping Dollar too. So, Investing in hydro could make collateral safer.

I dont think its is good for the economy is some body keep cash in hand instead of investing. So NRB' PRofit should be invested.
--NRB should offer reserve of NRB to banks and dev banks to invest in hydro. the highest bidders should get the loan and those loan should be given to hydro developers under 5% interest. and Amount one bank should get should not exceed more than twice their capital. And the bank should be in good financial health.

Regarding NRB's recently passed rule regarding provisioning for loan, you need to change some time and percentage: - no need to provision for those loan whose interest is paid in time. provision should start only after 4th month. - and 100% provision only after 18 month, cause, NRB need to give banks 1 year time to start process of auctioning collateral. And banks should send last warning from 6th month to defaulters. After 6th month, the collateral should be investigated by NRB, and in the case of other (non defaulters') collateral, NRB should investigate by picking through lottery and if there is complaint against them.
