small investors and big investors are categories accord to amount you invest..so if you invest upto Rs 50000 den you become small investors (it may be including premium or excluding it) and if your investment amount goes beyond Rs 50K den you become big investors.

I think if you are investing less than Rs. 50,000 then you are classified as small investor. I don't think it matter what price your IPO is. I may be wrong.
